The Energy Services Acquisition Program (ESAP) required mechanical systems capable of modernizing heating and cooling infrastructures across over 80 federal buildings in Ottawa’s downtown core. Equipment was selected through close collaboration with the design team to address unique project constraints, including compact mechanical spaces and high operational pressures and temperatures. Systems were designed to operate using low‑temperature hot water, in line with ESAP’s goal to move away from steam-based systems and improve overall plant efficiency and sustainability.

As part of the broader ESAP initiative, this upgrade contributes to the long-term goal of improving energy efficiency and supporting decarbonization efforts within Ottawa’s district energy system. Once fully implemented, the program aims to significantly reduce greenhouse gas emissions and position the system for carbon neutrality by 2030, enhancing operational performance, reducing environmental impact, and ensuring consistent heating and cooling for key government buildings in the downtown core.
